United League of Parahumans

After a while, there were enough superheroes to warrant a united force. Based loosely on the United Nations (by a writer who doesn't understand politics in the slightest) the League allows for a united defense of parahuman rights.
(Parahuman: A term that refers to posthumans, aliens, androids, AI, cyborgs, mages, and anything sentient that exists alongside humans but isn't. After a few issues, trained humans who operate on a parahuman level are usually included.)

Unlike some other versions, the League ISN'T just for heroes. Any parahuman is allowed to use the League as a neutral ground and safe parlay space. At least one storyline has involved a supervillian using the League to clear his name by apprehending the real culprit. C.R.I.S.I.S. also maintains a presence and representative in the League. At least one invading alien species has sent a representative to the League to determine the suitability of Earth for conquering before committing a major force.

For those looking for more 'official' Hero and Villian groups, the League allows for groups to be formed which allow for a form of collective bargaining.

A minor issue, as the members of the League are NOT from independent countries, there is no implied diplomatic immunity. HOWEVER, due to a recent supreme court case: Destructo vs Manhatten, a precedent has been set that an inactive super may claim sanctuary at the League. (The key word there is inactive. If it is believed or can be shown the accused is actively manipulating, planning, or orchestrating a crime, then sanctuary does not apply.) Even traditional supervillians often respect the rules of sanctuary, and will act to apprehend those violating it.

The generally assembly is in NYC, near the UN building. And looks a bit like the DC hall of justice.

Subcommittees (Supergroups)

Justice United:
Founded by: Striker Zero, Cygnus, Major Justice!, Shift, Plasto, Fire Torque, Angel (listed as founding member, but actually joined after almost a year)
This is the largest heroic team with the most resources and clout. They're the one with the orbiting satalite with teleporters. Generally, if you're invited to join them, you are considered to have the most clout. (Roughly analogous to the Justice League of DC.) It is assumed your mentor, if heroic, is a member of this team.

Villainous Representatives:

Salem and Meisner
Salem and Meisner is the only law firm that openly employs metas including sorcerers, psychics and assorted other lawyers. They are best known for winning the right to hex witnesses under religious liberties.
Ironically, due to their ability to use heavy handed tactics, they make sure their witnesses do not disappear. Such an event would get the religious freedom withdrawn and perhaps open them up to more severe sanctions.

Sidney Knowles
Super science weapons dealer who would be Tony stark if Tony stark sold his tech to anyone as long as it was legal in the country. Of course, some countries have no laws or are run by super villains though so he does most of his business there. Governments would shut him down but he is their only seller also.

Kermit Coleman
Non-Powered Ganster. It is believed his cartel has extraterrestrial backing.

Count Thunder
Super villain who successfully got away with enough crimes to make himself wealthy. Now doesn't want anyone else committing crimes or blowing up his stuff now that he is retired and rolling in money. Has a vampire motif.

Desiree Graves was an old-fashioned housewife in the 80s with a near perfect family. Her telekinetic powers had blossomed at a young age, but she always kept them hidden. When she was in her mid-twenties, married with a young child, when their lives were tragically cut short. Desiree decided to take up the mantle of supervillian and spent almost twenty years mercilessly hunting down and killing those responsible, leaving a trail of collateral damage in her wake.
Her vengeance completed, she requested asylum at the League. Her landmark court-case was highly controversial but established the precedent of sanctuary. She has been under "house arrest" since that date, and will struggle to defend that right against anyone who might abuse it.
