Sometimes, people come up with superheroes who... are just... not right.

USUALLY humorous... like:
Dynomutt
Plastic Man
Slapstick, who we'd like to pretend doesn't exist. Seriously Marvel, why?

Sometimes darker...
Big Head, And yeah, I'm talking about the original. Although, a good example of a movie adaptation taking the original in a completely different direction.

Captain Amazing: (Probably...) Never more than a 2-page filler for other comic books, Captain Amazing is a lone survivor of a dying planet and is grated with powers on Earth*. What powers? All of them. Seriously. All the comics are 2 pages because no matter what he's up against, he's infinitely stronger than them.

Oh yeah, Captain Amazing doesn't just have one secret identity. He has all of them as well. Including the President, Head of NASA, and random street vendors.

Per a legal issue with another company, Captain Amazing was confirmed to be unable to outrun either a speeding bullet or a train (although he can run faster than things that are faster then them) as well as be unable to jump over tall buildings. He likewise has no secret identity who has a reporter job. As a secondary side effect, he tended to use shapeshifting, telepathy, invisibility, and phasing a lot.

While this character would normally be completely forgettable, an odd thing happened in his initial golden-age run: Readers felt sorry for the villains who were unfairly captured without a chance. As such, Captain Amazing villains often were spun off into other comics. The more significant the reader outrage that the villain did not get a fair shot at villainy, the greater position they found when facing off against more "realistically powered" heroes.

In most cases, the original confrontation with the Captain was deemed non-canon, but occasionally references did come back.

Mid-Life Crisis Man: really needs a new name, something official sounding. But Die Fledermaus was already taken. MLCM doesn't have any real powers, but he drives an awesome souped-up car to fight crime. He likely has no powers, and decided that the hero get's chicks, thus he must be the hero.

One suggestions was "Like Knight Rider" which is an idea, but I'm more inclined toward a slightly more pathetic "Iron Man".

The Great Eeek: A crime-fighting monkey. Communicates via hand signals, various inflections of "Eeek!", and on rare occasions, interpretive dance while playing an accordion. Good at all the typical monkey things: climbing, squirming through ventilation shafts, retrieving prison keys and letting the other heros out when they get captured, and triggering traps that a cleverer (or at least less easily distracted) hero could have avoided. Exactly what kind of monkey tends to vary from appearance to appearance; The Great Eeek rarely survives to the end of any given story.
