Human:
Malika, of House Flameheart, Queen of Targrove (warlock, follower of Chronos). While almost all of the religious leaders of the city would love to see her deposed, it is rather hard to organize a revolt against someone with a charisma over 30 and charm person usable at will.

Dorian, of House Flameheart, Crown Prince of Targrove. He has been absent from the city for the past eighteen years - since he was nine. Officially, he is learning wizardry at some unspecified school. Rumors abound claiming otherwise, albeit never with any more proof than the official story. Rumors also abound concerning who his father was - some claim a dragon, others some powerful celestial or demon. A few claim his father was an ordinary mortal, but those rumors have widely died out due to not being as interesting.

Orren, chief of the City Watch (rogue, follower of Bahamut). A good man. He does his best to keep crime in Targrove in check, though the watch is woefully underfunded (at least from his point of view). Still, even underfunded, he's managed to keep on the payroll a special forces team of competent adventurer types. He would love to see slavery become illegal in Targrove, but has to content himself with enforcing (with extreme prejudice) what laws do restrict it.

Tarvus (druid, follower of Feruna). Tarvus was hired to help make sure the port stayed relatively clean and didn't attract too many sea monsters. And also to help keep the farmland productive - the ability to restock food supplies in Targrove is one of its main attractions as a trading port. He's not particularly happy about being here, but, as he would put it, someone needed to make sure the idiot farmers don't cut down all the trees and let their cropland erode into nothing. Tarvus is also a member of the watch's special forces team.

Raffien Ponterroy (follower of Hydram). A self-styled "Merchant Baron," "Lord" Ponterroy has purchased all the signs of nobility - and yet managed to completely fail at being in any way noble. Indeed, he is commonly referred to as "The Rat," though he has gone to great (and fruitless) pains to try to eradicate this sobriquet. His trade empire is built primarily on slavery, addictive drugs, poisons, and anything that happens to be illegal somewhere else. Of course, his instincts for survival are still functioning, and if he deals in anything that's illegal in Targrove, he does so well away from the island itself.

Sir Ivan Westing (swashbuckler): The leader of the second oldest house of nobles in Targrove. He fancies himself an excellent fencer, though nobody really knows if this is true or not. Otherwise, fairly unremarkable. Under his (lack of) leadership, house Westing has fallen in power and influence to less than most of the more prosperous merchant families.

Dwarf:
Rurik Stormforge (follower of Moradin). As one of the few descendants of the legendary mastersmith Garodan Stormforge who live anywhere near human lands, Rurik is something of a tourist attraction - much to his chagrin. Still, his inherited fame brings enough business to the dwarves in Targrove that he puts up with the nearly constant stream of goggly-eyed humans.

Elf:
Ielenia Goldeneyes (wizard). Not much is known about her; the elves tend to be aloof - elven nobility, doubly so.

Lianthe Goldeneyes (ranger). He is the leader of the Elven Watch - an organization that comes into conflict with the city watch almost as often as it comes into conflict with actual criminals (although either event is somewhat rare). Most inhabitants of the city regard the Elven Watch as just another street gang, albeit one with better table manners.

Nemone Goldeneyes (wizard). She dislikes her twin brother Lianthe, since he stands to inherit the wealth and influence of house Goldeneyes. So, just to annoy him, she has offered her services to the city watch special forces team. She also runs a small magic shop, specializing in custom enchantments.

Half-Elf:
Quarion, the minister of internal affairs. Quarion is the face of the bureaucracy. He is the person in charge of actually administering to the day to day affairs of the city. He keeps the books, tallies the numbers, oversees the collection of tariffs, presides over the High Court, and so on and so forth. He is widely considered to be completely uncorruptible. After all, how do you bribe someone who has access to the entire city treasury and yet still chooses to sleep on a simple straw cot?

Jack the Pirate King (bard). Nobody seems quite sure whether or not Jack is a pirate, let alone a pirate king. Still, he's got some good stories about it... and he seems to have excellent contacts with purveyors of goods of questionable source.

Half-Orc:
Throg the Bouncer (barbarian). Throg, once a respected fighter in the arena, has retired. He does still offer combat training to anyone he deems worthy, and has occasionally been known to sponsor warriors for the arena he once fought in.

Chromatikin:
Theodin the Black (fighter/sorcerer) is the de-facto leader of the Chromatikin in Targrove. He seems to have some sort of arrangement with the Watch, as they look the other way whenever he's around. Most of the humanoid population of Targrove regard him as a terrorist, and honestly wonder why he hasn't been hunted down and executed yet. The various street gangs in Targrove have come to measure relative power by "Theodin time" - how long it takes him to incapacitate their entire fighting force.
With recent events in Targrove, however, (see Chapter II), he has been much less active of late. The Watch is doing most of his job for him these days.

Other:
Luma (rogue/ranger, follower of Artemis). She appears to be an anthropomorphic displacer beast. What she actually is, or how such a thing came about, is still open to debate. What is known is that, about seven years ago, she simply appeared and enlisted in the city watch. She loves to hunt, loves to fight, loves to kill, and hates wearing anything more than absolutely neccessary - a set of traits that has made her one of the arena favorites.

Alizarin (red dragon, roughly human sized). He is generally considered a nuisance and a fire hazard. However, if you need to send a message (or, these days, even a small package) faster than a ship, and don't have the funds for a sending (or teleport) spell, Alizarin is your dragon. He lairs somewhere on the island, probably in one of the caves that dot the cliffsides.
